Impacts of the Heritage Keepers® Life Skills Education Component  (Report)

This report addresses one particular model for school-based abstinence education: a voluntary, character-based program — Life Skills Education — designed to enhance a mandatory core abstinence education component of the (Title V-funded) Heritage Keepers® Program serving middle and high school youth in Edgefield, South Carolina. The study examines the incremental impact of the Life Skills Education Component on youth already exposed to the other components of the Heritage Keepers® Program. It does not examine the impact of the full Heritage Keepers® Program. The study is based on a final follow-up survey conducted with 604 youth, 18 to 55 months after they began participating in the study, in three separate cohorts.

This report presents the behavioral impact findings of four Title V, Section 510 abstinence education programs on teens’ sexual abstinence, their risks of pregnancy and sexually transmitted diseases, and other behavioral outcomes. The report is based on survey data collected four to six years after study enrollment from more than 2,000 teens who had been randomly assigned to either a program group that was eligible to participate in one of the four programs or a control group that was not.

This report is part of the larger evaluation of a select group of Title V, Section 510, abstinence programs. This report examines the short-term impacts of providing a life skills education component to middle and high school youth in Edgefield, South Carolina. All the youth participating in the Life Skills Education Component have also participated in the other components of the Heritage Keepers® Program, most notably the core Abstinence Education Component. This report thus examines the impact that the Life Skills Education Component has on students, over and above any impact of the other components of the Heritage Keepers® Program. It presents first-year impacts on the health, family life, and sex education services youth receive and on intermediate outcomes thought to be related to teen sexual activity and other risk-taking behavior. A future report, based on an additional wave of follow-up data, will examine the impacts of the Life Skills Education Component on the behaviors themselves.

This report presents findings on the short-term impacts of a select group of Title V Section 510 abstinence programs on measures such as service receipt and intermediate attitudinal outcomes for participants. The analysis of first-year impacts is based on an experimental study sample of youth that were randomly assigned to either a program group that received abstinence education or a control group that received the services usually available in the absence of the abstinence programs. A future report will examine the longer-term impacts of the programs on behavioral outcomes.

This report presents early implementation and operational findings of an evaluation of abstinence education programs funded through Title V Section 510 of the Social Security Act. The report highlights the range of abstinence education programs that are operating, and provides detailed implementation information on 11 programs that were selected to be in the evaluation. This is the first formal report of the evaluation; a short-term impact report will be completed in early 2003 and the final impact report will be completed in summer 2005.
